Local Government Units in Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon) now have the opportunity to replicate other communities’ successful policies, solutions, and best practices.
This is after the Local Government Academy (LGA)— the capability development arm of the Department of the Interior and Local Government—established a knowledge-sharing bank called Local Governance Innovative Solutions Bank.
With the Innovative Solutions Bank, a system for LGU to LGU policy reproduction is created which consequently hastens collection, dissemination, and formulation of practical yet strategic solutions to specific governance challenges faced by local governments.
LGISB REGIONAL ROLL-OUT
To help LGUs document and share their best practices in the Innovative Solutions Bank, the DILG Regional Office IV-A through the Local Government Capability Development Division spearheaded a regional roll-out on June 21-22, 2017 at the Development Academy of the Philippines in Tagaytay City, Cavite.
Participants of the two-day activity were composed of LGU functionaries including planning and development officers, environmental resources officers, and disaster risk reduction officers, among others.The model LGUs were selected based on the criteria set by the Local Governance Regional Resource Center (LGRRC) Managers and the Regional Innovative Solutions Bank Team last year; and recommendations from the Regional Development Council and partner Local Resource Institutes.

In his message, Regional Director Manuel Q. Gotis, CESO III urged the model LGUs to effectively document their best practices and solutions that can be used to fill the capacity development needs of other LGUs.
“Let us be more efficient and effective in documenting and sharing best practices and hopefully, kayo po sana ay maging open sa mga LGUs na nangangailangan sa Calabarzon,” said Gotis.
“Kapag naisakatuparan natin ito ay mapapabilis ang kaunlaran ng kanya-kanya nating mga bayan partikular sa Tourism, Culture and the Arts, Anti-Illegal Drugs, Transport, at Environment,” he added.
During the regional roll-out, model LGUs were oriented on the whole process of the new program including proper and effective documentation, data-banking, and replication procedures.
A workshop facilitated by resource persons was also held to effectively carry-out the documentation process of the Innovative Solutions Bank.
Among the key personnel who served as resource facilitators during the roll-out were Innovative Solutions Bank Marketing Officer LGOO V Marie Claribel Alvarado; LGOO VI Maricar Castro; and Information Technology Officer Maybeline Monteiro.
The model LGUs were given until the second week of July this year to document their best practices.
All documentation will undergo rounds of review and assessment by the LGRRC Managers and the Regional LGISB Team. The said teams will select 10 exemplar LGUs which will be given chance to deposit their best practices in the Innovative Solutions Bank.
