Maragondon’s road to LTIA

It takes a lot of polishing for a diamond to shine at its brightest. A plan needs sunlight and water to blossom into a tree. The success of an organization greatly depends on the concentrated effort among its leaders and members.

The journey of Barangay Tulay B to the Lupong Tagapamayapa Incentives Award (LTIA) in the category of 1st-3rd class municipality is one of the many firsts for the Local Government Unit of Maragondon.

As the great Aikido master Kensho Furuya says in Kodo: Ancient Ways, “The warrior like bamboo is ever ready for action.”

One must be equipped with knowledge and skills for a higher chance of winning the battle. With this, MLGOO Evelyn T. Alvarez conceptualized a Training Seminar on Katarungang Pambarangay (KP) solely intended for the Barangay Officials and Lupon Tagapamaya of Tulay B on February 10, 2017.

And to further increase the level of awareness on Katarungang Pambarangay, a Training Workshop on GAD Sensitive KP was held on July 24-26, 2017 in Tanza, Cavite. This was attended by the Lupon Tagapamaya from the 27 barangays of the municipality.

But, what again is Lupong Tagapamayapa Incentives Awards?

It is established pursuant to Executive Order 394 in 1997 which aims to institutionalize system of granting economic benefits to outstanding lupons, strengthen the KP as an indigenous conflict resolution structure at the grassroots, and generate awareness and support on the KP as a potent vehicle toward social order and human development.

With all the sweet couples on the streets, roses and chocolates in celebration of Valentine’s Day, a different scenario clothed the Session Hall of Brgy. Tulay B. Hon. Manuel I. Angat, Sr.(Lupon Chairman), Rosemarie Ortega (Lupon Secretary) together with the Lupon Members; Alberto Barachina, Celia Mahusay, Dolores Peñaranda, Edilberto De Mesa, Eleuterio Anit, Felix Villanueva, Gilbert Serigal, Lonie Padal, Marilou Ramirez and Toribio Eupalao valiantly faced the LTIA Provincial Validation Team on February 14, 2018.

On May 07, 2018 during the flag raising ceremony, Provincial Director Allan V. Benitez awarded the Certificate of Recognition to the Lupong Tagapamayapa of Tulay B as Provincial Winner in the 1st-3rd class Category.

And with their excellent performance in settling neighborhood disputes, actively and diligently working for the speedy administration of justice at the barangay level, the Lupong Tagapamaya of Tulay B was hailed as Regional Winner and awarded on July 25, 2018 in Tagaytay City, Cavite. The lupon a check amounting to Fifty Thousand Pesos which they used to purchase a laptop and a projector for the lupon.

The test of courage and knowledge came on August 01, 2018 when the LTIA National Validation Team proceeded to Tulay B to assess all records and throw valuable questions to the Lupon that seek to measure the efficiency of barangay to be the best implement of the new system of grassroots justice.

The National Validation Team is composed of OIC Asst. Director Vivian P. Suansing (NBOJ Chairperson, DILG), Associate Prosecution Attorney II Jerome I. Corenel (NBOJ Member, DOJ), Atty. Edmund R. Abesamis (NBOJ Member, Liga ng mga Barangay), Ms. Maria Emelinda P. Aguilar (LTIA Secretariat), Ms. Celedonia R. So (LTIA Secretariat), Ms. Maria Olivine M. Contreras (LTIA Secretariat), Ms. Via Marie Angela M. Valdez (LTIA Secretariat), Ms. Estela C. Tuazon (LTIA Secretariat), Mr. Oscar A. Bustillo II (LTIA Secretariat).

Who would have thought that the Lupong Tagapamaya of Tulay B could have gone this far? And that it has placed Maragondon in the map of prestigious national awards. What could have been the key behind this success? The answer is very simple. They never get tired of training because they believe that learning is a continuous process. One must endure the pain to taste the sweet victory in the end. And that success comes to those who have a desire, a dream and a vision.

These awards are tangible proofs of our dedication and compassion when it comes to public service. There is no greater incentive or award than the glorious feeling of serving our people from whom we are indebted to. —DILGCavite
