DILG IV-A presents redesigned BNEO program among DILG Field Officers

To fully maximize learning and ensure proper knowledge sharing, the Department of the Interior and Local Government (DILG) Regional Office IV-A through the Local Government Capability Development Division developed audience-friendly and improved modules for the upcoming conduct of Barangay Newly-Elected Officials (BNEO) Orientation.

The redesigned BNEO Program was introduced among the six provincial and highly urbanized city directors, 12 cluster heads, 141 field officers, and the BNEO Focal Persons of each province during the 3-day BNEO towards Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT) Barangays Enhancement and Walkthrough Seminar held on July 30-August 1, 2018 in Tagaytay City, Cavite.

Nagdevelop ang CDD ng module para isa ang mensahe natin na ibibigay sa barangay officials. We can never overemphasize the importance of barangays in this country. Sila ang nasa  frontline so it’s just fair enough na bigyan natin sila ng inputs para magawa nila nang maayos ang kanilang mga tungkulin,” said DILG Regional Director Manuel Gotis.

Considering the fundamentals of each topic, select division chiefs, cluster heads, and C/MLGOOs were requested to familiarize and defend the enhanced and simplified presentations of the BNEO modules before the field officers.

“Nadevelop ito at we invited selected field officers, CH, CLGOOS MGLOOs, staff. Pinatawag namin sa regional office at pinresent ang ginawang module dahil sila mismo ang magpepresent sa inyo,” he added.

The topics included were Decentralization, Katarungang Pambarangay, Barangay Government Administration, Barangay Budgeting and Taxation, among others.

Also aimed at gathering feedbacks and best practices from the field officers who are tagged as prime implementers of DILG PPAs at the local and barangay level, the activity served as the venue for consultations for the further improvement of modules as well as presentations.

“Para po sa katulad ko na first time mag-BBNEO, malaking tulong ‘yong open forum kung paano namin icoconvey sa barangay officials yung presentation in a way na mas madali nilang maiintindihan at maisasapuso,” MLGOO Raya Rublico of Infanta, Quezon said.

Expressing the appreciation of the participants to the regional management, “For 3 days, hindi tayo iniwan ni RD, ARD, Ma’am Louie at Boss John dito, nandito po sila hindi lang para mag-observe, nagtatanong din sila, nagbibigay pa ng mga pwede nating idagdag na talagang makakatulong sa katulad nating field officers para mas maunawaan ng ating barangay officials,” said MLGOO Olivo Esquivel of Bay, Laguna.

The DILG Calabarzon chief also expressed hopes for the successful conduct of BNEO and congratulated everyone for the positive result of the 3-day activity.

Totoong walang mahirap na gawain kung tayo ay magkakasama at may cooperation, para sa akin successful ang ginawa nating activity na ito. Congratulations sa ating lahat! Ako ay confident na magagawa natin nang maayos ang BNEO na ito,” he said.

Designed as a support mechanism, the DILG through the LGA conceptualized the BNEO for GREAT Barangays Programs, a capacity development program with sets of activities and learning interventions to support the changing needs of the barangays.

The BNEO roll-out in Calabarzon is set to begin next week and will be held simultaneously until November. —R4A/MSL
